Bill grew up in the Seattle area, and attended the University of Washington, studying business. He received his degree in 1978 and entered the Willamette University College of Law that fall.

Following graduation from Willamette in 1981, Bill joined the Burgess Fitzer law firm in Tacoma, where he enjoyed a civil defense practice throughout southwestern Washington until 1999. He tried jury cases to verdict in dozens of cases in eight counties of Southwestern Washington and in the United States District Court of Washington in Tacoma.  Throughout this period, Bill was active with the Washington Defense Trial Lawyers, serving as liaison to the State Bar Board of Governors, Trustee, and Officer. For many years, he also served as an Arbitrator / Mediator for Washington Arbitration & Mediation Service. Bill was a shareholder in the Burgess, Fitzer, Leighton & Phillips firm, living on Eld Inlet at the Southern tip of Puget Sound when he elected to move his family to Arizona.

In Phoenix, Bill worked briefly for the Jones Skelton & Hochuli law firm before joining Broening Oberg Woods & Wilson in 2000. During the past 17 years, his practice has involved primarily personal injury, insurance bad faith, and professional liability disputes.
